Does anybody understand this

Does anybody understand thisI am totally perplexed by this stock.

A little over two years ago they did a financing at 1.85 USD.

Since then they have had nothing but good news:

Epa backs off, trump gets elected, salmon plebecite fails, supportive republican governor gets elected, natives agree to provide access and the DEIS is positive. 

Yet the last PP is at .64 USD and the stock is trading at .60 after minimal dilution.

If people bought 15 mil at .64 why not buy 10% lower?

And who is selling? Anybody that was buried on the stock could have sold out at a buck or more. 

I'm not one for conspiracy theories, but this just does not add up. 

I don't get the short argument either, why would you be shorting at lower than the PP? 

Any ideas?
