While we all focus of course on ROE, lets not forget that Lukoil holds a 50% interest in the Amititlan block. Lukoil is one of the worlds largest oil companies & Russian, pretty sure Lukoil would want this contract to migrate just as much as ROE. If i remember correctly Lukoil also has some offshore interests in Mexico as well so don't think playing hardball with the partnership would be in the best interest of Pemex or the govt. Also found it interesting that AMLO invited Putin to his inauguration & later after AMLO took office Putin invited AMLO to Russia.
