Share buybacks - Where are they ?

Share buybacks - Where are they ?Torstar currently has a market cap of 66 million dollars . It supposedly has 68 million dollars of cash and no debt . If the directors of the company feel that there any value at all in The Toronto Star newspaper chain and all the subsidiaries purchased over the last few years , then why is there not a share buyback initiated on the "B" shares ? ? Currently , I perceive there to be very limited buying interest by anybody . I personally , wouldn't put another nickel of investment in this company . I recently received the hard copy 2018 annual report . This is where I get fooled . Based on everything it looks like the shares should be closer to 3 dollars a share . I think I need to go back to investment school ! The Canadian Securities course which I passed 50 years ago isn't currently helping me .
