The idea of a pipeline to Alaska is intriguing to me.  The pipeline might go thru NWT and Yukon, completely bypassing the unfriendlies in BC.  It is my understanding that the territories are hungry for development and would welcome such a project (and that includes the native bands).  I remember when MacKenzie Valley gas pipe was under consideration in around 2004-2005, and the bands along the route seemed fully supportive of the pipeline and the regional development it would bring.  An oil pipe to a port in Alaska  would be nation building in the sense that infrastructure would be built in the largely empty and wild northern territories.  It also seems to me that Alaska would also welcome such as project as shipping Canadian oil out of Valdes would greater utilize and extend the life of the facilities there.  If oil pipe to Alaska were built, Alberta might finally have tidewater access for oil prod, and ROC can go to h311. 
Maybe a lot of trouble and problem doing such a pipeline... I dont know.  Lets hope Kenney can get the oil pipeline ball rolling one way or another.
