Sorry I couldn't read all the posts, so I'm not sure if these arguments are already taken into account.

1. During the year end CC it was mentioned that the restructure will be done at market conditions (the SP was at 0,30$ at this time), but two weeks later they gave themselfs a 91% discount to the already half cut SP of 0,155$: I don't think these are market conditions.

2. Market is from my point of view offer and demand of all (or at least several) market participants and not an urgent request of one party for one solution with not to ask for approval of all shareholders. 

3. In the last years the AGM was always in the first half of may, so it can't be urgent to decide without the shareholder approval till 23rd of April knowing that they didn't use the ATM programm in full. It seems to me PLI didn't plan for the AGM in may knowing that they won't get approval for the restructuring plan.
