I strongly disagree. The outdoor completion announcement speaks volumes. I will bet it comes much sooner than you suggest and I'd be willing to bet management knows this.
 
This is true, I think they will get permission this year. Likely Q3-Q4.

If you ever toured a marijuana production facility, you would be impressed by the security procedures involved, including cameras. Every inch of every room needs to be viewable, and if power goes out, all the workers need to pause where they are. This is to avoid theft, liability, etc. And the government has access to every camera/feed. 

So the complaint of just one camera is garbage. They can easily install more weatherproof night vision camera's. And I'm sure this will be done.

Alefia is a strong long play. I can see it hitting $2 by the end of the year.
