I dont know about the claim that most illegal growers are small operations. Im personally aware of a ~75,000sq.ft. operation. Canfield, ON. I helped build the greenhouses in high school. Police are also well aware, Im told, and simply havent moved on it. Just as fast as they were able to convert those greenhouses without having to comply, the current undersupply ensures that they'd pop up somewhere else. Presently, it's whack-a-mole. As soon as the undersupply is through-with that'll quickly change, though...to whack-a-tax-thief. Permitting outdoor helps push things along
