Casinos have existed since forever. Lotteries are the same damn thing, and OWNED by governments. While I understand your point, I don’t believe they are the same levels of risk.
Their “take” leveled up for casinos, who are now a tremendous powerful lobby. Next are the media and leagues. Three very powerful lobbies gunning for their take. States that are forced to rely less and less on the federal governments. I agree that the risk in mature markets, which are legislated by one body is greater than in smaller and more nascent ones which need the extra revenues.
