It had not yet been certified and none could could yet be sold/delivered. It was a situation very similar to the C series that created a LOT of debt before it was certified. Much of the Challenger program was paid for with taxpayers money as Canadair was a crown corporation until 1986. When the Mulroney government sold it (gave it away?) to Bombardier that's what created Bombardier Aerospace. When certification arrived the profits quickly began to flow. I don't think Bombardier was responsible for "saving" Canadair. They simply got a great aircraft without the develpoment costs (probably for next to nothing) and have been reaping the rewards $$ of Canadian taxpayers investments ever since.
