Mr. Robinson discussed plant height during a Midas Letter interview a few months ago -
"What it does it, the plants naturally stunt. So they grow to about 14 or 16 inches tall, but since the plants are so close to the light source, we get a max amount of yield from 2,400 watts of power."
 
The orbital garden description also indicates that a cylinder's radius is 2 ft. So I guess it makes sense that the plants would have to be somewhat under 2 ft in height, since some of the radius would be needed for the light, some airflow space, and perhaps the part that holds the plants in place.
