US market sales represent less than 25% of Western’s total revenue  But regarding lumber shipped to the US Canadian producers were hit hard.  
     On April 9, 2019, a World Trade Organization (“WTO”) Panel ruled on certain matters relating to the application of softwood lumber anti-dumping duties, concluding that the US violated international trade rules in the way it calculated anti-dumping duties. Included in the ruling, the WTO Panel has allowed the US to use "zeroing" in its calculation of AD, which Canada will appeal.  

  The problem with the appeal is,     the WTO with normally 7 judges,  requires a minimum of 3 judges in order to make any ruling or consider anything.
 
    The US president has Veto power over any and all Judge appointments.  

    So far President Trump has vetoed every one.  Only Three remain.      Before years end another must be replaced and should Trump Veto this one the WTO becomes invalid and cannot sit or rule on anything with only two remaining.    The WTO simply sits into Limbo. And challenges brought by other countries cannot be heard or dealt with.

  Western's challenge may be a waste of time and money.
