phuuufff. What to say?  

Seems quite legit for FN to state they did not agree ...did Noront and this/other FN's get contracts signed before further proceeding??

Did Noront or government proceed just assuming .... ?

If Noront and gocernment did so without some signed contract, then all this is rather bad for Noront
