Only the GOM thinks they could do a better job with OT. Remember their draconian mining law with the long name? Then they quashed the $900 million deal for Ivanhoe's SouthGobi Sands with a Chinese aluminum SOE b/c of their Sinophobia. 

The idea of fronting the GOM 1/3 of OT was to smooth the way to development given they would have a self-interest. Instead, every newly elected politician wanted his piece of the action, i.e. choking the Golden Goose with Resourse Nationalism, which is again raising its ugly head. Then there was Hotel Mongolia, wherein FDI could checkin to Mongolia but they might not let you leave. The GOM is as corrupt as the USA theses days, with their pay-to-play MO.

It's doubtful that Mgl's ninja miners could ever have developed OT let alone raised the $billions necessary for the underground. My best guess is that RIO/TRQ will be looking for a partner to buyout the GOM's 1/3 OT interest and offering higher royalty payments. It's too early for the GOM to nationalize OT before the underground is in production. Yet, once in full production, Mgl will have 1/3 of an invaluable asset for upwards of a century - two or three generations. IMO
