What JV?

What JV?The Joint Venture was supposed to be complete "on or before May 31, 2019." So far I have heard nothing. Given the recent share price action I am starting to wonder if  the deal is still on. 
Has anyone heard anything? I hate when companies anounce a big deal and then you don't hear anything else even though their dates have past. :^(
