  • low or lower than previously trending volume
  • ask price is below last trade price and
  • bid size larger than ask size usually
next PRICE will be hit at BID and stock goes down

Why do they do it?
  • to accumulate inventory for their own account for the next run up
  • they are paid by someone to do it (take a gues)
Is this illegal?
  • No, that's how MM's work, to create a market, even if they are trading among themselves in 59 or 100 share lots
  • On the other hand it is illegal if there is COLLUSION with someone else
So that's how and why it works.
