The Company's downstream operations include upgrading and refining operations in Canada and the United States, and commercial fuel operations across Canada.

Sure. But news of approval is 100% good news. Further, JT claimed they would make this construction season which was a surprise to the up side. Yet stock declines in a major way. Trying to make sense of it is infuriating.
