So it looks like they cancelled all tenders for all 10 companies who made it through.

Either way this is going to be volatile. This still hasn't been formally announced, but was discussed in the board meeting. We will see if this is a pressure tactic to increase negotiating power for some sort of "bridge agreement" with all established companies, or whether it's pressure from the new "private investor" in Pemex to make sure that he makes a return on his huge investment.

There will have to be a payout, but Pemex is only going to be more of a headache to the government and they still need all 10 companies still producing. Their credit rating took a big hit, so it's a wait and see game. Going to be an ugly day though.
