It might have been the way the contract has been written, this contract hasn't been made public, so I would exercise restraint in saying "bunch of idiots...". Maybe that's the case, but without the information that would be stupid to presume isn't it...? SNC Lavalin CEO made it clear in the question period of Q1 result that there would be no bid war, but without saying why that is the case. I think he exercised restraint because he does not want to upset any parties(we're talking billions there) and he needs the sale to go through. I do not see why there could not be a bid war between Ferrovial(Cintra) and CPPIB, CPPIB has very deep pockets and they could pay 4 billions easy and still come out on top (since they're a state pension fund and invest on the ultra long term).
