Mining Council is not INGEMMET, it's a much more hermetic "entity", a high level entity inside MINEM (Ministry of Energy & Mines) which doesn't even have a direct pone number, and even if you manage to get to their annex through MINEM phone operator, the most likely scenario is that they won't answer it!!
The only resource I'd look for updates is INGEMMET's Sidemcat, where the (positive or negative) Resolution will be posted. After any hearing the Mining Council's members deliberate and take around a week to make a decision, but you have to take into consideration that once the Council issues a resolution it has to be digitalized (scanned) before it can be published on Sidemcat. This process is very formal and can take up to a week, so the resolution could be in Sidemcat in around two weeks.
Is it possible that some market participants know the decision before it's on Sidemcat? Of course yes, and I've evidence that some people in Peru other than me (hired or independent, I don't know) have been folllowing these claims' issue very closely. When I was calling INGEMMET by phone to ask if the Appeal for Review had been presented, the person in charge said "are you calling for Macusani's claims, you're are the third person calling recently to ask about this".
Although I don't know of any online source from which you could know the dicision before everyone else, I'm sure there must be a way to contact someone inside MINEM to get the information, but that is something one have to plan and do with time, and to be honest I haven't had any incentive to do that kind of research; I won't (immediately) buy more shares if the decision is positive nor I would sell a single share otherwise.
