This is Sorenson backing into the widespead industry consensus that PEA cannot even feed the first train without new pipe in the ground in Quebec and Maine. Of course Alfred would say that TransCanada is confident they can be ready for 2024. And its no skin lost for TRP to go ahead applying- PEA is paying all the design and development costs. But we will see if anyone will put up equity or debt for an LNG plant before the NEB and FERC (US), and Maine processes look to be in the bag. Even if it goes well, that will take more than a year, lucky if it is only two years (longer before shovels can possibly be in the ground). And that clock cannot START until after there is a signed agreement with TRP.
Enbridge and the M&NE is not so difficult, because the first train can probably get served with only compression additions on the Canadian side. But the NEB approval for that is not trivial. Enviros wont be the problem. There will be a tolling and capacity guarantee struggles with all the existing major shippers. That is a slow process.
