To add to it:

The environmental groups are acting as if the DRAFT is the end all assessment. Army Corps Drafts will ALWAYS have flaws. Its a damn draft people.

They will be assessing the comments and editing the draft to fit peoples concerns. Thats the point.

Yet they are playing it like this:

"See look! Its really bad! Even the EPA doesnt like the assessment!"

The EPA's job is to review the Army Corps assessments. If they didn't have ANYTHING to say about it then they would be incompetent. The Army Corps of Engineers will now continue doing their job as expected. Nothing has changed. Just overdramatization of a DRAFT.
