This is from press release:

""  We received a letter from the Permanent Court of Arbitration to inform the Parties that: "The Tribunal expects to be in a position to issue the award no later than in the course of July 2019. The Parties will be informed one week in advance of the issuance of the award"'.

And they have received this letter before May 29, 2019. That means PCA is in the possition to announce Award to HRE at any time now if they haven't done yet.
