RE:Boots says..the problem is that the mexican partner was waiting for migration before investing, right now roe has a russian partner.  most of pemex 's loot is going to offshore projects so even with a migration it will be like pulling teeth trying to get money from pemex. this whole mexican thing has turned into somewhat of a disaster imho.
