From what  I have read I think the parties are responsible for their own legal fees. However, the court can decide how to apportion the court’s own fees between the parties, often in relation to the outcome of the case, but not always; e.g., TMI won a small (about 7% of claim) PCA judgement (were awarded sunken costs + %) against Bolivia, yet had the majority of court fees awarded against them.
