Health Canada (Federal Government) has been knowN to screw things up (CANNTRUST). A civic servant in Ottawa may have inadvertently added the sales license for OIL. 
If they have the license, I'm sure the trucks are delivering the Oil now as Invictus has been stockpiling for months.
I'm certain that Invictus wants the products OUT for sale Immediately.
Perhaps Dixon is waiting to make the announcement only when he's given the green light to start shipping. It would make a much better HEADLINE!
