Presently, they're closing down coal/oil fired plants to be replaced by "green" energy. This cannot be seen as new energy for transport purposes.

I suppose the report is written in order to get industry/governments to wake up before it's too late and many/most efforts to change to electric transport are shown to have been wasted.

Replacement systems are normally only a back-up in the event of malfunctions or work. But because of the increasing demand for electricity and the limited capacity of the electricity network, the ACM has granted a temporary exemption in two cases, according to inquiries by BNR Nieuwsradio at the Netherlands Authority for Consumers & Markets (ACM).
A spokesperson for network manager Liander speaks on BNR as an absolute emergency. In Haarlemmermeer the back-up system is used to provide power to a number of large data centers, while in Wieringermeer the extra capacity is used for the transport of electricity from a large wind farm.
