Any govt can pass laws anytime to change the conditions, but they put at risk all investments in all sectors if they make it terrible.  They dont have to be a partner in any way to change the laws.

I think having a govt entity as partner does the opposite... the country is seen to be benefiting directly  by having a share and more incentive for it to be a success and have favorable conditions to succeed.  In addition to the many other benefits of development.

Also it is unlikely that they'd change the rules early in the development as that would dry up funding for the development.  Govts tend to do that much later, and we will be long gone by then IMO.  For now they need the expertise and capital from outside the country IMO and will for a long time.
