Thanks for posting enough details of the SEDAR filing. The list of expenditures has a total cost of $16.5M which is about the same as the value of the PP of $18-20M. The items seem small (with the excception of the $5M for mine ventilation, etc...perhaps the largest chunk is for ventilation, ramping up would require more people and equipment = more fresh air) but they do add up.

Just for  info. There seems to be some problem with SEDAR, since the link you posted gave an error message. Attempts using the usual link for SEDAR had the same problem (site down?).
