Thanks for an interesting post. RNC Menerals was mentioned as one of the supporters of the study. Since, electricity is one of the major expenditures along with transportation structures, (tax incentives?) anything the Quebec government would be willing to help would be welcome, as long as they don't impose much restrictions/conditions.
Presumably, RNX/Dumont has Ni and Co, so they can be a key player in supplying the raw materials for the baterries. However, hidden in the article is the recycling gem:

"Battery recycling is another growth area. Huge numbers of batteries will reach the end of their service life over the next few years, posing an environmental challenge but also creating an economic opportunity. Batteries contain valuable materials that can be recovered and reused, making them real alternative sources ofminerals.".

Not sure if RNX can factor this recyclying in their game plan, but whoever can do it could have a licence to print money. Perhaps, a baterry manufacturer would take back the old baterries (or import old batteries from old vehicles to recover the valuable materials, or "recondition" them for use in secondary market.

Digression: Just like the hundreds of dollars worth of palladium used in catallytic converters (or, thieves may sell your "used converters" for a few hundreds dollars, while it would cost ~$2000 to install a new one). Now, battery thieves (for motorcycles, or small tools/appliances/computers) will become more common, since it would be easier to yank a small battery than the much larger size battery for the EV car). But stealing the whole car and sell them for parts could be also attractive since the car battery would be worth quite a bit to sell separately.
