Its not just an election positioning (how could it be since they are ever so quiet).... they will not get in the way.
And there are already tax goodies brought in by Harper that the Liberals have left alone. What more could a new government do? Sure, they could actually make gifts (like the BC govt already has for LNG Canada), but I dont see that possibility being decisive or even the final tipping point to a (real) FID for Goldboro.
IMO, its going to make it pretty much on commercial criteria, or it doesn't.
