Who is dumping shares as fast as they can?

Who is dumping shares as fast as they can?Over the past year. HCG has bought back and cancelled approx 5,000,000 shares and Shorts have covered 2,000,00 shares. Share prices jumped significantly from $14 to $24 but prices have stalled for the last month.

I wonder who is selling such volumes and why?

At this rate the soaring prices I expected from the shorts covering is not happening. Is it going to happen?
