How to Create a Short Squeeze?

Fight fire with fire? Noticed shorts sell every day just before the close to create fear. Plus they have capitalized on the recent news reports which have impacted the entire industry and in effect dragged 48North into the selling. Yet 48North has put themselves in a strong position for 2020.
Can 48North do a share buy back to force the hand of the shorters? At this level there cannot be many weak hands left to sell. Selling should be drying up. What could prompt shorts to cover?
What options exist to create a short squeeze?
A strong forward-looking statement?
Forecast of the proceeds, quantity, quality statements, related to the outdoor crop?
