And regarding the warning, everyone in Peru knows about the lengthy delays with court proceedings, so what he's saying is really "forget about that and move on, we will support you with everything else". Generally speaking, in Peru when you say "I missed the deadline because..." whoever is at the other site stop hearing you and says "Oh, there's nothing I can do.... (you Fool!!)". At least that's what you can expect from a regular pedestrian, but hearing that from the vice minister of mines himself is pretty unfortunate... it's obvious he hasn't made any research about the reasons behing the "late" payment, nor he has taken any action to avoid such a ridiculous expropiation.

But the good news is that Couti won't be the one deciding on this issue but rather it's the Mining Council which will have the final word, and I think that if the new appeal presents ALL the facts it's very likely they will rule in PLU's favor. Also, it's very clear for me that inside Minem big efforts are being made to make sure these kind of bureaucratic messes don't repeat again in the course of mining tramits.
