As with a lot things governments do – virtue signalling is key. With the TFSA, they wish to appear to be giving citizens a tax break, and to be encouraging capitalistic initiative. They are significantly dismayed, however, when some people are actually successful. They want something that looks good – but doesn’t actually work. Remember what happened with the Income Trusts. It will be interesting to see what happens when a TFSA account holds 200,000 TLT warrants – and they become worth $5 each.
 
It would not surprise me to see a hastily imposed cap. In my darkest apprehension – it will be retroactive.
