Can someone clear this up?

Can someone clear this up?Could they not send their application for THC kiss today? Or do they have to wait for ammended license? Or was that the application for KISS? When they do, do they have to wait 60 days? I am very confused. Not looking for bashing or pumping. Just genuine explaination on this process.
