I think it's Daft to assume Tinley's choices when Jeff was just speaking in Beverly Hills with Bruce Linton. Bruce does have a non compete in Canada, which may be the true reason why Tinley hasn't announced canadian expansion!

Also, Partner & Co-Packing are "literally" not the same thing..
