The reason is Health Canada is a joke and completely incompetent. 4 plants per household is plenty. I knew a guy who went to his Doctor for a license to grow his own cannabis because he could not drink beer anymore and wanted something he could use in a social setting, this was 5 years ago, so his Doctor was able to get him a license to grow cannabis for his personal use and was awarded a license for 200 plants! He grew one to keep and use the others he sold on the black market.... even worse is he can join licences with others and are able to transport there 200 plant grow show fully, dried or whole plant, without any consequences from the police. He joined licenses with a 3 others and grew out of a warehouse selling to the blackmarket obvisouly. This is a true story and to this day it still annoys me. Even worse is I have see how hard the first round of LP's had to work to their license and this idiot just went to his Doctor and complained he could not drink beer.
