The main reason (in my opinion) for using company funds to buy back shares is because as you say the company feels that their shares are undervalued and they should buy them up. In theory the shares would go up as the earning per share would increase. This does not work well when you only have 20 million shares outstanding. What it does is, increase the % holding of larger shareholders without the need to buy more shares. What’s more important? Having a higher value for your shares or having a larger share of the company? If I wanted to acquire a company, I need larger percentage of the shares not a higher share price.
