IMO, TD used the last PP to average down as his previous purchase was for 3M units at 10 cents each. He's down 40% on that investment.

Very likely he expects something to happen that will move the SP upward, although I'd guess that's what he expected the last time he bought shares. Can't be right all the time........maybe his time is now.
