DOESN'T make senseIf they knew they needed 21 million then why didn't they just dilute when the share price was around $1.10?

I'm going to assume that this arrangement was made so that EVERYONE except retail shareholders make a killing...Big Boys make a killing shorting down then most likely driving it up again.....Now insiders don't give a rats butt  as they were probably given their shares as part of their compensation pkg...
