Can cannabis be legalized in Germany? Europe’s most populous country, led by the center-right Christian Democratic Union, is mulling changes to its laws that would liberalize cannabis usage for personal use while freeing up resources to combat the black market, according to the country’s national broadcaster Deutsche Welle.
DW reports that German government's drug commissioner, Daniela Ludwig, wants Germany’s drug policy to be more practical and is exploring different pathways for controlled distribution. Medical cannabis is already permitted in Germany, but it can only be grown, sold, owned, imported or exported with the permission of a state health department.
