Because they have to.  

The tenants of Asset Management, developed in a time before Quantatative Easing and general monetary lunacy, state you should have X % in safe government bonds, and all the pension funds and endowment funds in the world have to follow that policy.

If the damn ever breaks on that lunacy, stocks with dividends are going to rocket higher.
