Nowhere do you read the words bottling, or packaging in there. And the beauty thing about the english language, is that there are different words for completly different things. They are not lookig for a third party PROCESSOR, but a co-packer, a bottler. And they, my friend, can have nothing to do wiht alchohol OR cannabis.
