Stock split

Why did the CEO split the stock? Theres is 400 million shares outstanding and its bid 2c. Once that $2MM is done they will have to raise more money at 2c. Had the CEO not split the stock there would be approx 100MM shares. Also, why is the CEO prepaying himself? "As at June 30, 2019, $3,889 (March 31, 2019 - $15,987) was prepaid to the CEO of the Company for future corporate expenses and management fees."
