I think the market do not like companies that are slow, stalled, halted. Investors are saying "Ok, they got the Precautionary Measure, but for the claims to be definitely in good standing they will have to wait another 2 years until a favourable decision is made by the judge". 

But if you think about it, the Precautionary Measure has been granted in only three weeks, so the final decision could be issued much sooner than the two years we are estimating.

Also, does the company has to wait until a final decision to release the PEA and continue advancing the project? It seems the market believes so.
