Take a look at NEPT's extraction facility, it almost looks like a high security prison now compare that to Hiram Walker's in Windsor where they extract something different via fermentation, produce alcohol for voda, rum and whiskey.  That plant has no where near the security of an extraction plant like NEPT for THC that by way the plants can be grown legally in your back yard and buy your own extraction kit and do it in your garage.   So the security measures, imho, for just the recreational aspect of THC in Canada is over kill, way way over kill unless of course you don't want technology stolen and each employee working there has to be screened by the Canadian Government. 

Hence imho the economic stakes in domineering the plant based transformation are extremely high for north america because Canada is the largest trading partner the U.S. has and visa versa. 

I see all of this as a type of Manhatten Project.
