Share Buyback Reporting

Share Buyback Reporting
Maybe someone here can help me understand this...

Why are all the insider reports on SEDI being recorded as:
Common Shares
10 - Acquisition or disposition in the public market

If these purchases are under the NCIB as announced on Oct 16th,
"announces its intention to acquire for cancellation, by way of a normal course issuer bid"

Shouldn't these transactions be filed using the designation:
Common Shares
38 - Redemption, retraction, cancellation, repurchase

Because they are reporting as 10 rather than 38, it would seem all these shares that are being bought would be held by the company and should be shown on the balance sheet as an investment.

Am I missing something here???
