Response from IR to my email (sent sep 27, response sep 30) is below... at the time I had asked that they confirm that they had submitted and that there were no issues or modifications required.

"The application for Health Canada to approve our expansion was submitted in September 2019 and there have been no modifications or amendments to that submission."

I believe it happened in the first or second week of September (don't have exact date). And, I believe the extra time after construction was complete, is because they required time to get the amendment tight and ducks in a row (and I believe there is a lot of work around security cameras, etc. that had to get done so that the submission was truly "final" and ready for submission... which took time after the shovels had left the site). Last thing they'd want to do is send it in half-baked and have to spend additional time and expend additional effort to revise... my guess is they tried to mitigate and minimize that possibility to the furthest extent possible (and, thank goodness Ivan is there to help, I presume).
