I already have a large position and wasn't planning on buying any more, but at these prices, I couldn't resist and added to my position.

This seems like a guarantee to me, from the NR:

Proceeds from the private placement will be used to finance the closing costs of the Sangdong project financing

Closing costs...that tells me that it is already completed, just need that little extra to finish the job.
