Hahn is from Texas, a big republican state and never discount the influence of past presidents like the bush family.  Texas is also home to a great deal of very advanced medical research when it comes to cancer, an example is Naomi Halis using gold coated nanoparticles that are frequency tuned to specific wavelengths.  Those wavelengths cause the nanoparticle to heat and burst cancer cells when the particle is conjugated with the proper bio agent that attaches itself and the particle to a cancer cell.  You cook the cancer cell and it bursts, killing it.  She developed that at a Texas university.  But see, that technology was held back so big pharma could make billions selling the same chemical junk to fight cancer.  Part of her funding came from the military.  Other than killing cancer cells, it could also be weaponized to kill people and so it was never commercialzed.  

If you introduce those type of nanoparticles into a food supply or air borne with the ability to enter a human brain, you could then use an airborne source of waves or emitting tower.   Now imagine an engineered particle like that entering your body and tuned to the 5G wireless cell phone frequency.  

Maybe they figure cannabis compounds can't be weaponized like nanoparticles.  That was around 15 years ago and still no commercialization...demo video showed a piece of raw chicken treated with the gold coated nano particles on it's surface and when electromagnetic wave hit the raw chicken meat, it started to cook it.  Imagine that being your brain....military weaponized it instead of using it to kill cancer cells and save peoples lives.
